I’ve experimented with a few publications. Here’s what I’ve found that works:

1) Make sure your content fits and fills a gap.

2) To keep your numbers high, put your work before a large audience.

3) Publish consistently, at least once a week.

4) Use relevant tags with high numbers.

If you’re doing most of this already, chances are you’re having trouble with #2.
